South Fork Consulting, LLC is a small, woman-owned, planning and consulting firm focused on land use planning, MSR/SOI analysis, and special district assessments. Our office is located in beautiful Folsom, roughly 30 minutes east of Sacramento, California. We service clients throughout northern California and work with local, state, and federal agencies, special districts, private entities, and non-profits.

Amanda Ross, Principal
Amanda Ross is an award-winning planning professional with more than a decade of experience in land use planning, environmental review, and Local Agency Formation Commission work. She founded South Fork Consulting to help local agencies navigate the complex intersection of governance, growth, and community needs.
Amanda has led and managed a wide range of planning and policy initiatives — Municipal Service Reviews, Sphere of Influence updates, annexation and consolidation studies, CEQA compliance, and on-call planning support — across cities, counties, special districts, and regional agencies throughout California. This breadth has given her a comprehensive working knowledge of local government framework that few consultants can match.
She is recognized for translating technical planning and regulatory requirements into clear, actionable strategies that help commissions and boards make informed decisions. Her facilitation work — guiding discussions among elected officials, executive leadership, and community stakeholders — consistently produces support on issues that begin contentious.
Amanda’s work has been recognized with the CALAFCO Achievement Award for Excellence in Public Service, reflecting her commitment to advancing transparent, forward-thinking local government practices.
She holds a Master’s in City and Regional Planning, with Distinction, from California Polytechnic State University, San Luis Obispo.
